Susan Welch is the Carl A. Happold Professor of Political Science at the University of Nebraska, Lincoln. She is the coauthor, with Albert Karnig, of Black Representation and Urban Policy (1980), also published by the University of Chicago Press. Timothy Bledsoe is associate professor of political science at Wayne State University.
